In 2023, Fresno County approved plans for a new water infrastructure project: the development of a 60-acre groundwater recharge facility located near the intersection of Highway 41 and Elkhorn Avenue, on the site of the former Juvenile Justice Facility. This multi-purpose property will not only support regional water sustainability but also serve as a law enforcement training ground for the Fresno County Sheriff’s Office.
Construction officially began in January 2025, marking a significant step forward in local groundwater management efforts. The project is being carried out by contracted crews and is slated for completion by August 2025.
Once operational, the Elkhorn Recharge Facility will contribute to groundwater sustainability efforts, with an estimated recharge capacity of 0.75 acre-feet per day. The facility will be managed by the North Fork Kings GSA and is expected to play a vital role in helping meet long-term groundwater sustainability goals during flood releases.
